The system of supporting families in Kowala Commune during the conference in Warsaw
On 23rd Sep 2013 there was a conference 'Partnership in helping children and a family- the role of local societies and non-governmental organisations in new forms of active integration and fighting with social exclusion' which was organised by the Mazovia Family Support Centre. A representative of the Local Social Welfare Centre in Kowala was invited to the discussion. It was a great opportunity to share experiences with institutions from Mazovia Voivodeship and to listen to ideas and experiences of other institutions and non-governmental organisations. Prof. Jerzy Krzyszkowski, PhD, from the Department of Labour and Social Policy, Faculty of Economy and Sociology and Katarzyna Napiórkowska , the governor of the Ministry of Labour and Social Policy, Department of Family Policy gave a speech. Elżbieta Kowalik-Wirowska, the director of the Social Welfare Centre in Mińsk Mazowiecki, Małgorzata Woźnicka the Director of the District Family Support Centre in Otwock and Dorota Polańska , the representative of the Adoption Families' Foundation were taking about their experiences.
Prof. Jerzy Krzyszkowski, PhD, presented: 'conditions of the active role of local society in supporting local welfare activities for a child and family'. Insights based on researches and perennial observations on the level of general theories are the same as experiences gained in labour on local level by the Local Social Welfare Centre in Kowala, which can prove their correctness and the need of closer look to the conclusions made from these opinions. He was also talking about the problem of lack of awareness of social policy on all levels of local government and the lack of thorough concern about social problems. It was indicated that because of it, Poland is not seen as a local society but as a permanently departmental, which is not for the development of social capital. The development of human capital shows the lack of trust in solutions in social policy and does not built local societies responsible for creating changes in their own city, commune or town. If the areas of social policy, education and health do not cooperate they create their own solutions, by repeating activities or excluding each other. Such social policy does not give the bases to build social trust, or to make social life economical and to make people feel safe. The dilemmas of self-government such as choices between manager or citizen model of self-government, departmental and territorialisation and tending to become the part of managing the country or organising the community of inhabitants -citizens were also shown in the presentation. Supporting local webs of support as a way of creating local, caring society.
A discussion 'ways of development of services supporting families with children-supporting families, helping families, local experiences, programmes and projects' was moderated by Mariola Racław-Makowska, PhD, from the Institute of Applied Social Sciences, University of Warsaw. Monika Bednarczyk from 'Sunny Home' Association in Radom Maria Dąbrowska form the District Family Support Centre in Western Warsaw District, Iwona Zawodzian, the coordinator of Family foster care in Social Welfare Centre in Radom, Marzena Zawadzka-Hernik, the manager of the Local Social Welfare Centre in Kowala and Katarzyna Pakuła, the assistant in Social Welfare Centre in South Praga District of Warsaw City were invited to the discussion. During the discussion , the representative of the centre was talking about the needs and problems of the environment of family assistants and coordinators of family foster care from the methods of working point of view, after diagnosing needs of families which are ineffective in child-rising and foster families. It was the opportunity to present the model of work with assistants, to talk about dangers and to recommend solutions. Others were trying to answer the question what lacks there are in the offer of local services for families with children and which of them can be realised by non-public entities, and what kind of actions can be taken in local system of supporting a child and a family to make further parts like supportive families.
